A New Pacific Arsenal to Counter China

They call it an encirclement of their nation and say the United States is trying to constrain its main economic and military rival. The United States also has a new security agreement with Papua New Guinea. On Wednesday, Mr. Biden signed a $95-billion supplemental military aid and spending bill that Congress had just passed and that includes $8.1 billion to counter China in the region. In addition, the United States continues to send weapons and Green Beret trainers to Taiwan, a de facto independent island and the biggest flashpoint between the United States and China. A swarm of Chinese militia and Coast Guard vessels chased a Philippine Coast Guard ship in the South China Sea last year.

Xiaolei Wu, 26, who attended the Berklee College of Music in Boston, was convicted in January of one count of cyberstalking and one count of interstate transmissions of threatening communication, prosecutors said. Wu is no longer enrolled as a student at Berklee College of Music, the school told CNN Wednesday. CNN previously reported that Wu allegedly sent threatening messages to a person who posted a flier on or near the college campus supporting Chinese democracy, according to the complaint. “Post more, I will chop your bastard hands off,” Wu reportedly said on WeChat, a Chinese messaging app. Charging documents allege Wu reported the person to the Chinese government and told them its representatives would “greet” their family members.

My dad still remembers the anxiety that engulfed the island when the United States cut off diplomatic recognition of Taiwan in favor of the People’s Republic of China in 1979. My parents considered America a safe haven and wanted me to grow up with all its comforts. Of course, comparing the United States and Taiwan this way without acknowledging the nuanced socio-political contexts can be misleading. Chinese and Russian entitles have also been working jointly to produce drones inside of Russia, one of the officials said. And Russia’s rapidly expanding production of artillery rounds is due, in large part, to the nitrocellulose coming from China, officials said. The support from China is compensating for the significant setbacks that Russia’s defense industry experienced early in the Ukraine war due to US sanctions and export controls. The US has not seen any interruption to the ongoing Chinese support since that Biden-Xi phone call, though sometimes it takes time to see changes come to fruition. Earlier this month Treasury Secretary Janet Yellen delivered China a warning of “significant consequences” if Chinese companies provide support to Russia for the Ukraine war during her trip to the country.

Hong Kong CNN —China’s coast guard used water cannon against Philippine boats in a contested area of the South China Sea on Saturday, the latest in a string of maritime clashes between the two countries. The AFP also accused the Chinese coast guard of performing a “dangerous maneuver” by crossing the bow of the resupply vessel before using the water cannon. It said China subsequently installed floating barriers to “prevent further entry of any vessels.”A Philippine Coast Guard vessel had been “impeded and encircled” by a Chinese coast guard ship and two Chinese “maritime militia” vessels, the agency said, cutting it off from the resupply boat. The ship is now mostly a rusted wreckage and is manned by Philippine marines stationed on rotation. The latest run-in came just four days after Secretary of State Blinken told a news conference in Manila that the United States had an “ironclad commitment” to defending the Philippines in the South China Sea.

Opinion | What Trump’s TikTok Flip-Flop Tells America
  + stars: | 2024-03-17 | by ( David French | ) www.nytimes.com   time to read: +1 min
This is exactly what a nation should do when it’s getting serious about the national security threat posed by the People’s Republic of China. Indeed, in one of the more astonishing public relations blunders in modern memory, TikTok made its critics’ case for them when it urged users to contact Congress to save the app. The resulting flood of angry calls demonstrated exactly how TikTok can trigger a public response and gave the lie to the idea that the app did not have clear (and essentially instantaneous) political influence. Moreover, the vote demonstrated that it’s still possible to forge something approaching a foreign policy consensus on at least some issues. When a threat becomes big enough — and obvious enough — the American government can still act.

The backdrop to the tensions over Taiwan is, of course, the expanding geopolitical rivalry between China and the United States. Washington has been willing to accept China’s claims on Taiwan as long as it did not use coercion to achieve them. This is one place on Earth where there should be little room for macho rhetoric and provocative actions.

One Three Is Best: How China’s Family Planning Propaganda Has ChangedFor decades, China harshly restricted the number of children couples could have, arguing that everyone would be better off with fewer mouths to feed. The government’s one-child policy was woven into the fabric of everyday life, through slogans on street banners and in popular culture and public art. Between 1980 and 2015, the year the one-child policy officially ended, the Chinese government used extensive propaganda to warn that having more babies would hinder China’s modernization. Then Now One child is best, the government aids in elder care. The pivot has prompted local officials to remove visible remnants of the one-child policy.

China moon spacecraft named ‘Dream Vessel’
  + stars: | 2024-02-26 | by ( Simone Mccarthy | ) edition.cnn.com   time to read: +3 min
Hong Kong CNN —China’s space agency has revealed the names of the spacecraft that it hopes will take Chinese astronauts to the moon by the end of the decade. In a news release over the weekend, the China Manned Space Agency said development was “progressing well” on the spaceship Mengzhou, or Dream Vessel, the lander, Lanyue, or Embracing the Moon, and a super-heavy-lift carrier rocket named Long March 10. The name Mengzhou is linked to the “Chinese nation’s dream of landing on the moon,” it added. The United States is ramping up its lunar program, with NASA last month announcing its plan to land astronauts on the moon in 2026, a year behind its original schedule. Last week, the commercial Odysseus lunar lander developed by Intuitive Machines became the first US-made spacecraft to touch down on the moon in 50 years.

Hong Kong CNN —With Hong Kong’s sky-high cost of living, residents like Andy Tsui have been looking for alternative ways to have more fun and spend less. Rather than spending his cash in his hometown of Hong Kong, he’s been crossing the border into mainland China to splurge instead. Such trips are noteworthy because, for much of Hong Kong’s modern history, the traffic has been largely — conspicuously, even — in the other direction. Hong Kong used to be the place where Chinese would escape to, not from. In 2023, just 26 million mainlanders — about half of the 2018 crowd — visited Hong Kong.

WASHINGTON (AP) — President Joe Biden on Wednesday vetoed a Republican measure that would have blocked a White House waiver that allows some foreign-made content in federally funded chargers for electric vehicles. The White House said the GOP plan would actually block made-in-America requirements, since it would revert U.S. policy to a 1980s rule that allows foreign content in U.S. manufacturing. The GOP bill "would eliminate the domestic manufacturing requirement for electric vehicle chargers, thereby harming domestic manufacturing and American jobs,'' Biden said in a veto statement. If enacted, the GOP resolution would revert U.S. policy to a 1983 rule that waives domestic requirements for many manufactured products. The Senate approved the measure, 50-48, i n November, despite a White House veto threat.

Washington CNN —Chinese-made drones “continue to pose a significant risk to critical infrastructure and US national security” and companies should be wary of using them, the FBI and Cybersecurity and Infrastructure Security Agency warned in a new memo issued Wednesday. “Our nation’s critical infrastructure sectors, such as energy, chemical and communications, are increasingly relying on [unmanned aerial systems] for various missions that ultimately reduce operating costs and improve staff safety,” said CISA Executive Assistant Director for Infrastructure Security Dr. David Mussington in a statement. The Department of Homeland Security has been warning about the risks posed by Chinese-made drones, which dominate the global market for commercial drones, for years. “CISA and the FBI rightly point out the risk, and more importantly, how to mitigate these known cyber risks. It’s clear that the United States government has deemed Chinese-made drones a threat to security as China’s dominance of the electronics supply chain, including drones, is harming U.S. national security interests.”

CNN —For the US, Saturday’s Taiwan election results signal the continuation of heightened tension with China over the issue of Taiwan’s sovereignty. This will be the case regardless of who wins the US presidential election in November. Overall, Taiwan’s voters chose continuity over change by delivering a victory to Lai and the incumbent DPP. Mr. Kissinger was not uncomfortable with that dynamic. From the side of the free world, Mr. Kissinger backed genocidal campaigns — by Pakistan against Bengalis and by Indonesia against the East Timorese. The generous defense is that Mr. Kissinger represented an ethos that saw the ends (the defeat of the Soviet Union and revolutionary Communism) as justifying the means. To underscore the pattern, the Pentagon released previously nonpublic photos and videos of Chinese fighter jets intercepting US aircraft flying in international airspace. The images, which date back to January 2022, show Chinese fighter jets getting dangerously close to US military jets in international airspace in an attempt to “intimidate” them, the Pentagon said in a statement about the incidents.
